If you plan to visit Ba Dinh District in your trip, the most common ways are taking a bus or grabbing a taxi. It takes about 15 minutes to go from Hanoi Old Quarter to Ba Dinh by bus (Route 09CT from Viet Duc Hospital to 48 Lieu Giai Street), or you can book a Grab taxi.
From Noi Bai International Airport, you can take bus Number 09 and depart at Kim Ma Bus Station.
